This step marks a recent strategy to weaponize the Department of Justice to penalize adversaries.
It comes a fortnight after charges were filed against James Comey.
Career prosecutors wrote a document in that case detailing why charges were not justified.
Comey pleaded not guilty this past Wednesday.
